Prior to 1994, there were more than 350 college programs inside U.S. prisons. In 1994, Congress abolished Pell grant eligibility for incarcerated persons, which provided nearly all funding for these programs. As a result, all but 8 college programs nationwide shut their doors. Based on powerful evidence that education transforms lives, reduces recidivism and creates a positive ripple effect in communities, Life of the Mind PA seeks to replicate the success Hudson Link for Higher Education in Prison has had in New York, where they now operate in 5 correctional facilities with 8 college partners across New York State.
